BASC Board Resolution 2000-03 formally established the Science Management Committee (SMC) and the Science Advisory Group (SAG) in November 2000. The SMC subsequently became known as the Science Management Advisory Committee and reports to the BASC staff and Board. The membership of the Science Management Advisory Committee (SMAC) includes representatives of a BEO-based NSF project, a Barrow-based federal agency, and the BEO landowner (see membership list). Decisions and recommendations are by consensus.
Under the former BEO MC, the Ukpeagvik Inupiat Corporation (UIC) charged the Barrow Arctic Science Consortium (BASC) with facilitating permitting of research on its land, developing a long-term plan for the use of the Barrow Environmental Observatory, and managing the BEO. The BEO Science and Implementation Plan is available as part of the BEO Master Plan On July 1, 2003, the North Slope Borough adopted Ordinance Serial No. 75-6-44 that rezoned the Barrow Environmental Observatory (BEO) from the Conservation District to the Scientific Research District (SRD).
The Science Management Advisory Committee provides advice to the BASC Board on the following:
- BASC's logistical, planning and permitting support for scientific projects;
- BASC's work to implement the recommendations of the BARS report, The Future of an Arctic Resource: Recommendations from the Barrow Area Research Support Workshop (ARCUS 1999), paying special attention to the recommendation for a new science support facility in Barrow;
- BASC's outreach programs that connect scientists and the North Slope of Alaska community as well as support and growth for Arctic Research, including education and advocacy for Arctic Science;
- BASC's management of the Barrow Environmental Observatory (BEO) for scientific research (specific responsibilities for the BEO and as applicable elsewhere in support of the CA remain the same as specified in the Board's Terms of Reference dated 16th day of January 1998); and
- Developing a mechanism to provide complete logistical support for U.S. scientists wanting to work in Chukotka (Russia).

The BEO Subcomittee was created to assist BASC in the management of the BEO (see location map). The duties of the BEO Subcommittee are outlined in the Terms of Reference.
In July 2003, the Assembly and Mayor of the North Slope Borough designated the Barrow Environmental Observatory (BEO) as the Borough's first Science Research District (SRD). With the new designation, BASC assumes permitting responsibility for developing BEO access and infrastructure, and for providing researchers with a one-stop approval process for establishing and conducting research as described in the BEO Master Plan.

The Science Advisory Group (SAG) is composed of NSF-supported investigators, with the purpose of providing advice to BASC on its scientific support operations.
As stated in the Terms of Reference (2000–2003), the Scientific Advisory Group shall:
- Provide researcher feedback to BASC regarding BASC's management of and performance under the BASC-NSF Cooperative Agreement (CA).
- Suggest changes or additions to BASC's activities under the CA. The goal is to continue BASC's strong tradition of facilitating excellent science and excellent outreach in the Arctic.
- The SAG shall carry out its purpose by convening at least one in-person meeting in Barrow during the summer research season, and one off-season in-person meeting in Barrow or another suitable location. These meetings shall be held in conjunction with SMAC meetings. Ad hoc telephone meetings will be convened by the Chair of the SMAC as needed. SAG meetings shall be open to the public.
The pool of potential SAG members shall consist of all NSF-funded researchers who work with BASC. The actual composition of the SAG shall be determined by the SMAC. No less than ten researchers shall be appointed to the SAG.
Contact information and areas of expertise of the current SAG members are provided above. A major purpose of the SAG is to advise BASC on how to continue and improve its strong record in providing support for scientific research and outreach. Hence, SAG members are open to comments, suggestions or concerns from NSF-supported researchers as well as other scientists from within and outside of the U.S. with an interest in science involving support by BASC.
Please feel free to contact any SAG members directly. Furthermore, based on need and availability, the SAG will convene meetings in conjunction with conferences or workshops likely to attract a larger number of Barrow-area researchers (such as the LAII/OAII All-Hands Meetings) in order to establish communication and feedback channels with respect to needs and concerns of the community.
